Step 1: Increase your right to rule
Right to rule is a measure of how legitimate your claim to be a king or queen is. It affects how other factions view you and whether they will recognize you as an independent kingdom or not. You can increase your right to rule by doing the following:

Helping a claimant to overthrow a king
Defeating another king in battle
Making peace with another faction
You can check your right to rule by opening the reports menu and selecting view your character report. You need at least 30 right to rule to be recognized as a king or queen by other factions.
Step 2: Improve your relations with the king and lords of the other faction
To form an alliance with another kingdom, you need to have a good relationship with the king and his vassals. You can improve your relations by doing the following:

Selecting which faction you want to ally with
Selecting which type of alliance you want (defensive pact, trade agreement, or non-aggression pact)
Waiting for a response from the other king (it may take some time)
